1. General part
1.1. The Library work is guided by the Constitution of the Republic of Lithuania, Government resolutions, Law on Libraries of the Republic of Lithuania. All Lithuanian citizens, citizens of other countries, institutions and organizations have the right to use the library.
1.2. The library provides the reader with comprehensive information and ensures proper access to all available books and documents.
1.3. Library resources are available to Lithuanian and foreign citizens without restrictions.
1.4. The basic services of the library are provided free of charge. In accordance with the appraisal tariff approved by the Lithuanian Ministry of Culture the Library offers paid services as well. The Price list is confirmed by the Director of the library.
2. Procedure of services to the readers
2.1. All persons are registered at the library upon presenting their passport or identity card. They have to pay a onetime fee for the Reader's card.
2.1.1. Minors are registered at the library upon presenting their Schoolchildren identity card and by agreement of the parents or foster-parents.
2.1.2. Each reader must read these instructions and is bound to follow them. Each reader must sign indicating that they have read the Rules.
2.2. The last day of the month is a Clean-up day. Readers are not served.
3. Delivery of publications and other documents
3.1. Books and periodicals are lent out to readers who have a Reader's card in The Adult Readers Serving Department. In the branches books and periodicals are lent out to readers who are registered at these branches.
3.2. Books (no more than 5 volumes at one time) are lent out for one month. The library has a right to set other restrictions for study books, new books and books in great demand at its discretion (for example to reduce loan period or to ask for a deposit).
3.2.1. Books in great demand are lent out if there is more than one copy in the Library stock
3.2.2. Periodicals (no more than 5 at one time) are lent out for 10 days. Exception - current issues and volumes.
3.3. Rare and valuable publications as well as publications odered and received by Interlibrary loan are not issued for loan and must be read in reading rooms.
3.4. Loan period may be prolonged for up to three months if: the book has not been ordered by another reader who has reserved it and the loan term has not expired.
3.5. For the users from Lithuania or foreign countries who have permanent residence, publications are lent out for a deposit. Minimal value - 30 Lt. The deposit is irrevocable if publications aren't returned back during period of 4 months.
3.6. For a book returned late readers are fined 0.10 Lt for each overdue day; 0.30 Lt – if the book is lent out less than for one month.
3.7. The last copy of the book, reference publications (encyclopedias, atlases, dictionaries), periodicals (current issues and volumes) as well as publications received via Interlibrary loan are not lent out.
3.8. Books are not delivered to those readers who fail to return the borrowed matter.
3.9. Publications for bedridden and disabled persons are delivering to their home.
4. Rights, obligations and resposibility of the reader
4.1. Readers have the right to:
4.1.1. borrow publications and other documents from the library collections for temporary use or to read them in reading rooms;
4.1.2. order a book or a copy of an article from other Lithuanian libraries (all postal expenses are paid by the reader);
4.1.3. ask to renew the loan period;
4.1.4. order copies of the publications;
4.1.5. use library computers;
4.1.6. get thorough information about the library collections and its services;
4.1.7. submit enquiry verbally, in writing, by phone or by e-mail;
4.1.8. visit exhibitions and other events that take place in the library;
4.1.9. express his/her opinion in person or in writing about the work of the library and its services.
4.2. Obligations of the reader:
4.2.1. to treasure and handle with care publications and other documents, do no damage to the library assets;
4.2.2. to comply with the Rules of internet use at the library while using computers;
4.2.3. not to take outside publications and other documents from the premises of the library if they are not enscribed in the reader's logbook.
4.2.4. to use publications of branches, general, and specialized reading rooms and their open stocks in reading rooms only; the reader may take publications and other documents to other premises only with the permission of the librarian;
4.2.5. to return the borrowed publications and other documents in time, or to renew the usage term if any other reader does not need them;
4.2.6. not to derange the order of the cards in the card catalogue, not to take them out, not to change the succession of book placement in the library stocks;
4.2.7. upon any change of personal data (surname, place of living, etc) or upon losing the readers card, to inform the librarian immediately;
4.2.8. to keep silence in the premises of the library, to conduct themselves in quiet and civilised manner, not to smoke. It is not allowed to use mobile phones in reading rooms;
4.3. Responsibilities of the reader:
4.3.1. upon losing the book or upon damaging publication or other document irreparably the reader is required to replace it by the same edition or by an equivalent item approved by the library, or to recompense tenfold its market price;
4.3.2. the parents or foster-parents are responsible for lost or damaged publications by under-ages;
4.3.3. readers are required to report loss of the Reader's card; if he/she fails to inform the library about the loss, he/she is responsible for books and other documents borrowed and not returned by any other person with this card;
4.3.4. if a reader breaks the Rules or deliberately damages the library assets he may be forewarned and information about his misbehaviour may be sent to the educational or other institutions or to his/her parents or foster-parents;
4.3.4. Library readers who do not follow the Rules or break them may be prohibited temporarily or permanently to use the Kaunas municipalal Vincas Kudirka public library by the decree of the Director of the library.
Reader's card
While implementing Lithuanian integral library information system (LIBIS) project, Service to reader's subsystem is a major goal from 2003 at the library. Citizenry who want to become a library readers must obtain Reader's card. The same Reader's card can be used to make loans from all the public libraries in Lithuania, which implemented LIBIS Service to reader's subsystem. It is presently available in 33 libraries.
