Kaunas municipal Vincas Kudirka public library is an institution of culture, performing informational, educational, cultural functions and is open to the public. The library provides access to collections of books, periodicals, serials and reference material, audio and video documents, CDs, documents of international organisations, and local and internet databases. Exhibitions, meetings and other events are being held for the public. Library specialists provide qualified information and consultation verbally or in written form, by telephone, and e-mail. Library resources are available to Lithuanian and foreign citizens without restrictions. The basic services of the library are provided free of charge.

The mission of Kaunas municipal Vincas Kudirka public library is to fill Kaunas community information needs: to develop services compliant with the demands of modern society at the disposal of all; to enable Kaunas community to access information resources in order to participate in the global knowledge-based society. These are aimed at:

• activating and stocking documents in various forms and ensuring access to information resources;
• developing modern information communication technologies;
• forming access to a learning environment and developing information skills;
• setting up co-operation among the libraries and between the libraries and other institutions;
• developing staff strategy for serving the customers' needs.

To create services combining the traditional library and web-based services. In other words to create a new kind of a hybrid library:

• to ensure diversity of information and diversity of means of access;
• to create a package of the new services through co-operation and to improve its quality;
• to participate in the creation of Lithuanian Integral Library Information System;
• to develop international interaction.

• To develop services system compliant with the demands of modern society at the disposal of all:
  - to participate in the creation of Lithuanian integral library information system (LIBIS) (to computerize all library processes);
  - to equip branches with sufficient numbers of computers;
  - to prepare and to pursue  programmes for developing computer and information skills of Kaunas community;
  - to improve in customer  consulting and informing.

• To improve in efficiency and quality of the services:
  - developing criteria for the evaluation of the activities;
  - ensure renewal in forming positive staff members view of the quality of the services;
  - collect fedback from customers (questionaires, registration of requests and complaints).

• To develop the infrastructure of the library:
  - preparing the libraries' net optimization and material facilities programmes in order to ensure improved conditions for library customers and staff.

• To form the new staff strategy - staff as a resource:
  - forming information flow system among administration, departments and branches;
  - intensification of contacts among administration, departments and branches, when solving actual problems of the library;
  - training for and promoting the maintenance of the staff's professional skills;
  - reviewing staff salaries.

• To set up co-operation among the libraries and inter-institutional co-operation:
  - creating a package of  new services through co-operation in order to offer additional value;
  - increasing handling potential of information technologies in practice;
  - participating in common projects.
